John Tory suffered a rare loss at Toronto council over the city’s controversial efforts to legalize rooming houses, a move that baffled and outraged housing critics.
Tory is Toronto’s mayor and the only adult-only rental property owner to ever run the city, but lost the vote in the by-election for the 25th city council seat. It came during a debate over the city’s long-term plan to do away with rent control and legalizing rooming houses. The city’s first two by-elections in October were both won by Liberal MP Mike Colle, of Scarborough-Agincourt.
In October, the city council had voted to take the controversial steps to legalize rooming houses, which are in operation illegally in most of the city because they are not currently regulated. The election pitted an opponent of such legalization named Laura Turner against Tory, one of the largest owners of rooming houses in the city.
